Cosmetics and body care professionals are under the scrutiny of the National Agency for Fiscal Administration (ANAF). The tax authorities are making efforts to persuade individuals offering these services from home to declare the incomes derived from such activities.
Guide for Declaring Revenues for Manicurists and Hairdressers
ANAF has launched a voluntary compliance program to encourage the declaration of incomes and payment of taxes. The information and instructions can be found on the official website of the institution, www.anaf.ro, in the section Assistance for Taxpayers/Services provided to taxpayers/Current guides and other informative materials.
The guide developed by ANAF experts is aimed at all individuals who earn or intend to earn incomes from body care services in 2024, whether individually or within an association.
These incomes are considered taxable incomes and are included in the category of incomes from independent activities according to the Fiscal Code.
The tax must be paid to the state budget by May 25 of the following year in which the incomes were realized. According to older statistical data, there are approximately 37,000 professionals in this field, including 14,000 companies.
In such circumstances, a more flexible tax regime, which is not excessively permissive, could be the only effective solution to compel hairdressers, beauticians, manicurists, or other workers in the beauty industry to pay their dues to the state.
Increased Prices for Beauty Services
According to data from the National Institute of Statistics (INS), beauty and cosmetic services have become more expensive. In February, prices were on average 14% higher compared to the previous year.
The cost of a haircut and styling can vary from a few tens of lei to several hundred lei in the center of large cities. Therefore, it is understandable why ANAF wants these incomes to be declared and taxed.
Essentially, this is an attempt by the Fiscal Administration to increase revenues from the care and cosmetic services sector, where tax evasion is prevalent. Moreover, ANAF encourages those who earn income from these services to declare them. They are obliged to complete the single declaration, with the deadline being May 27.
